Hines Granted Planning Permission for 416 new homes at former Bailey Gibson Site in Dublin 8


Hines and APG have today welcomed the granting of planning permission by An Bord Pleanála for 416 new residential units at the former Bailey Gibson site on Dublin’s South Circular Road.

The approval which was granted via the Strategic Housing Development process now paves the way for the first phase of the proposed redevelopment of the former Player Wills and Bailey Gibson site, purchased by Hines and APG in December 2018.

This first phase, spread over a 2.18 hectare area, will consist of 404 new apartments, 2 duplex, 6 triplex apartments and 4 houses and will be built in 5 new blocks. These will range in height from 2 to 16 storeys, over single level basement on part of the site. All phases will include 10% social housing in line with statutory requirements. A key feature of the new development will be the high- quality residential tenant amenity areas which were fully re-specified prior to the submission of planning, to allow for the integration of social-distancing measures in the wake of the Covid-19 pandemic.

Welcoming today’s decision, Managing Director with Hines Ireland Gary Corrigan said it was a big step forward for the project:

We engaged extensively with Dublin City Council, community leaders and local neighbours in recent months before bringing forward a design that could bring much needed new housing and amenities to the area, while fully respecting the local landscape and heritage of this historic part of the city.

It’s a very positive start for the project as a whole and we are very excited about the quality and design of this new development which we believe will be a major benefit to the community of South Circular Road and Dublin 8. We expect to submit our next application for the redevelopment of the Player Wills phase in the coming weeks which will include a major preservation/restoration of the structure of the historic industrial premises as part of this exciting new residential development.

Ultimately we would expect to see up to 1380 new homes built by Hines and APG across both sites with excellent amenities and extensive recreation spaces in the coming years, all of which will bring significant benefit and uplift to this part of the city.

We are equally committed to working with the Council and the Land Development Agency in the bid to agree an integrated development strategy for the Player Wills, Bailey Gibson and St Theresa’s Gardens area. This will see an integrated design approach being taken across the entire project, with the 2017 Framework Plan recently updated and approved for the St. Theresa’s Gardens Strategic Development and Regeneration Area”.

Hines has confirmed that it hopes to commence construction on the Bailey Gibson site in early 2021.
